Governance Challenges in India: Good Governance, RTI & Citizen Charter

Introduction

"Minimum Government, Maximum Governance" is the new mantra. But what does it mean? Governance is the process of decision-making and implementation. Good Governance (World Bank definition) adds 8 characteristics: Participatory, Consensus-oriented, Accountable, Transparent, Responsive, Effective/Efficient, Equitable, and Rule of Law.

A. Right to Information (RTI) Act, 2005

It transformed the citizen from a "subject" to a "master". It brought transparency. However, attacks on activists and pending cases are issues.

B. Citizenโ€™s Charter

A document representing the commitment of the organization towards standards, quality, and timeframe of service delivery. Issue: Not legally enforceable in India.

C. E-Governance

Use of ICT (UMANG App, Digital India, DBT). It reduces human interface and thus corruption.

Conclusion

Governance is not a destination but a journey. With active citizen participation (Jan Bhagidari), India can achieve the goal of Ram Rajya (Good Governance).
