Introduction

The Mauryan Empire established the first sub-continental empire in India. Its administration, described in Kautilya's Arthashastra and Megasthenes' Indica, was highly centralized, efficient, and welfare-oriented.

Megasthenes mentions a committee of 30 members divided into 6 boards of 5 each to look after Pataliputra (births/deaths, trade, foreigners, etc.).

Conclusion

The Mauryan administration laid the foundation for future empires in India. Its focus on public works (roads, wells) makes it a precursor to the modern welfare state.
