Role of Civil Services in Democracy: The Steel Frame of India
Introduction
Sardar Vallabhbhai Patel, the Iron Man of India, famously called the Civil Services the "Steel Frame
of India". He argued that without a unified, all-India service, the country would disintegrate.
Today, the IAS, IPS, and IFS form the backbone of Indian administration.
1. Functions of Civil Services
- Policy Formulation: The political executive (Ministers) decides the policy, but the
permanent executive (Bureaucracy) gives it shape and data.
- Policy Implementation: They are the ones who execute laws on the ground (e.g.,
implementing MNREGA, disaster management).
- Continuity: Governments change every 5 years, but the bureaucracy remains, ensuring
administrative continuity.
2. Major Issues
- Politicization: Transfers and postings are often used as tools of punishment by
politicians.
- Generalist vs Specialist: An IAS officer handles Health today and Defence tomorrow.
Modern administration requires domain expertise.
- Red Tape: Focus on procedure rather than outcome (Weberian Bureaucracy).
The government has launched Mission Karmayogi (National Programme for Civil Services
Capacity Building) to transform the civil servant from a "Rule-based" to a "Role-based" administrator.
Conclusion
The Civil Services must evolve from being controllers to facilitators. They must remain the "Steel Frame" but
become a flexible one.
